औपचारिक आणि अनौपचारिक व्यवस्था पहिल्या सेमीस्टर मध्ये भारतीय राजकीय व्यवस्थेचा औपचारिक अभ्यास अपेक्षित आहे आणि दुसऱ्या सेमीस्टर मध्ये अनौपचारिक. औपचारिक म्हणजे अधिकृत, लिखीत, अधिमान्यता प्राप्त, जे उघडपणे मांडले जाते. याउलट अनौपचारिक म्हणजे अनअधिकृत किंवा अधिकृत पेक्षा काही वेगळे, प्रत्यक्ष व्यवस्था, अधिमान्य नसली तरी काही प्रमाणात समाजमान्य, बऱ्याच वेळा स्थानिक पातळीवर ह्या व्यवस्थेची वेगवेगळी रुपे दिसतात….
