AND NAGPUR AGREEMENT<\/p>\n\n\n\n<p>THE AKOLA PACT: &#8211; The inclusion of Bombay in Sanyukta Maharashtra had become a serious issue.&nbsp; But besides that the merger of Marathwada and Vidarbha was also not an easy task.&nbsp; By and large, people from Marathwada were willing to join SM Marathwada Congress leaders did not lay down conditions and never bargained with their conuterparts from Maharashtra &nbsp; Unlike the merger of Marathwada the problem of merging Vidarbha with WM proved to be a thorny question.&nbsp; The SMP began a dialogue with a section of Maha Vidarbha leaders who favoured merger under certain conditions.&nbsp; The Akola pact and the Nagpur agreement were the results of bargaining between Congress leaders from both the regions.<\/p>\n\n\n\n<p>After the formation of the SMP its leaders circulated D. R. Gadgil\u2019s notes on the unification of Maharashtra and the powers and functions of a sub-province That means it was assured that if the Vidarbha leaders agreed to merge in SM Vidarbha would enjoy the status of a sub province.<\/p>\n\n\n\n<p>The leaders of the SMP decided to concentrate their efforts on reaching an agreement with the Vidarbha leaders.&nbsp; Deo held discussions at Delhi with Ramarao Deshmukh, Dharmadhikari, Madkholkar etc. all these leaders supported the demand for SM but with some reservations.&nbsp; More discussions were held on these lines at Akola on 7<sup>th<\/sup> and 8<sup>th<\/sup> August 1947, which resulted in the signing of the Akola pact.<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The ten signatories to the Akola pact agreed on following points.<\/li><li>There should be one province of SM.<\/li><li>It should have two sub-provinces of Vidarbha and Western Maharashtra.<\/li><li>The sub-provinces will have separate legislatures and cabinets with specified subjects under their jurisdiction.<\/li><li>There shall be one governer and deputy governer for the whole province elected by the whole province and a provincial cabinet and the legislature dealing with provincial subjects.<\/li><\/ol>\n\n\n\n<p>The pact was a revised version of the notes earlier submitted by D. R. Gadgil.&nbsp; By this pact the Mahavidarbha leaders gained much more than they had bargained for.<\/p>\n\n\n\n<p>The pact became meaningless when the constituent assembly rejected the whole idea of sub-province.&nbsp; The executive committees of SMP and MahaVidarbha Sabha ratified the pact but no formal resolution ratifying the pact was passed by any of the two PCC\u2019s in Vidarbha.<\/p>\n\n\n\n<p>NAGPUR AGREEMENT<\/p>\n\n\n\n<p>In the changed circumstances after the passing of the Indian constitution it was necessary to replace the Akola pact by a new one.&nbsp; After a series of discussions under the leadership of Yeshwantrao Chavan, the Nagpur agreement was signed between the leaders of Western Maharashtra and Vidarbha on 28<sup>th<\/sup> September 1953.&nbsp;
